FOIA Request to Skyline College Regarding Chinese National Students on June 3, 2025.

As part of our ongoing commitment to transparency and accountability in educational institutions, we at the San Mateo Sun have submitted a Freedom of Information Act (FOIA) request to Skyline College. This request seeks detailed information about Chinese National students currently enrolled at the college. Our inquiry is guided by the California Public Records Act § 6250 et seq., with a preference for receiving the requested records in electronic format.

The specific details of our request include:

1. Documents or lists showing all current students who are Chinese Nationals, along with their respective departments of study. If this information is protected, we seek a total count of these students and a breakdown by department.

2. Documentation detailing any scholarships received by current Chinese National students, including the amount and source of each scholarship.

3. A list of recipients of scholarships granted by entities affiliated with the Chinese Scholarship Council, unless this information is already covered under our second request.

4. Policies or procedures that outline how Skyline College monitors its students, including those who are Chinese Nationals, to safeguard the institution’s Intellectual Property and other confidential information.

This request is made on behalf of both the San Mateo Sun and The Coalition Opposing Governmental Secrecy—a non-profit organization dedicated to promoting transparency within governmental agencies through Freedom of Information and Sunshine Laws.

Our role as media professionals involves gathering and disseminating news to ensure public institutions remain accountable. Access to public records is crucial for us to fulfill these responsibilities effectively. As such, we have requested a fee waiver in line with our professional duties.
