U.S. Rep. Kevin Mullin has sponsored a bill in the U.S. House to consider using highway and rail corridors for electricity transmission, aiming to improve energy capacity and system reliability, according to the U.S. Congress.

H.R.7405 was introduced on Feb. 5, 2026, during the 2026 regular session of the 119th Congress. The following is an overview of its provisions, based on the official bill text, and includes clarifications for context.

The measure instructs the Secretary of Energy to study how highway and rail rights-of-way could be leveraged for high-voltage transmission infrastructure. It targets the public interest by evaluating methods for co-locating electricity transmission to relieve current energy capacity bottlenecks and improve cost and stability for consumers. The required study will review current projects, identify safety and technical concerns, and analyze projected benefits and expenses linked to constructing transmission lines within these areas. The bill also focuses on establishing best practices, assessing environmental impact, and providing resources to agencies and industry players pursuing such infrastructure. Findings from the study are to be submitted to Congress within three years of the bill’s enactment.

The bill lists only Rep. Kevin Mullin (Democrat-CA-15th District) as its sponsor.

To date in the current session, Rep. Mullin has introduced 19 other pieces of legislation.

Most types of congressional bills may originate in either the House or Senate, though tax or revenue bills must start in the House. Following introduction, measures are assigned to relevant committees for scrutiny, hearings, revision and debate before proceeding to votes in both chambers. Passage by both in the same form sends legislation to the president to be enacted or vetoed. Congressional terms last two years, are identified by number, and consist of two sessions annually. All official bill actions are maintained and released by the U.S. Congress through Congress.gov.

Kevin Mullin is a California representative whose previous roles include membership in the California State Assembly from 2012-2022, serving as speaker pro tempore between 2014 and 2022. He also was a member of the South San Francisco City Council from 2007 to 2012, served as mayor from 2010 to 2011, and acted as a commissioner on the California Metropolitan Transportation Commission from 2011 to 2012, before his 2023 election to Congress.

He is a graduate of Junipero Serra High School (1988), holds a B.A. from the University of San Francisco (1992), and received an M.P.A. from San Francisco State University in 1998.
