He also was a member of the South San Francisco City Council from 2007 to 2012, served as mayor from 2010 to 2011, and acted as a commissioner on the California Metropolitan Transportation Commission from 2011 to 2012, before his 2023 election to Congress.
He is a graduate of Junipero Serra High School (1988), holds a B.A. from the University of San Francisco (1992), and received an M.P.A. from San Francisco State University in 1998.
